Preventive and maintenance services department

The Preventive and Maintenance Services Department is responsible for facilitating the maintenance and management of public buildings in order to prolong service ability and their lifespan. The Department performs the following specific functions:

  • Formulate and review policies and legislation on maintenance and rehabilitation of public buildings
  • Provide architectural, engineering and quantity surveying consultancy services and prepare technical documents on the maintenance and rehabilitation of Government buildings
  • Undertake the maintenance and rehabilitation of buildings to sustain their lifespan and ensure safety
  • Supervise contractors and consultants undertaking maintenance and rehabilitation of buildings to ensure adherence to standards
  • Develop and review standards and regulations on maintenance of buildings and monitor their implementation to ensure adherence to the standards
  • Conduct inventory and conditional surveys of buildings
  • Undertake maintenance of VIP and other Government Leaders houses
  • Undertake landscaping and horticultural services on Government properties.

The Department is divided into three (3) sections, Provincial and District Offices as follows: –

  • Architectural Section
  • Quantity Survey Section
  • Engineering Section
  • Administration Unit
  • Provincial Buildings Office
  • District Buildings Office.

Architectural Section

The Section undertakes the preparation of architectural maintenance designs and working drawings, supervise, administer and manage contracts for the maintenance and rehabilitation of Government buildings in order to provide quality offices, housing units and other institutional facilities to prolong serviceability and their lifespan. It performs the following specific functions: –

  • Prepare architectural maintenance designs in order to meet client requirements and ensure adherence to standards, specifications, statutory and design requirements;
  • Produce working drawings in order to facilitate tender documentation and maintenance;
  • Supervise the maintenance of Government buildings in order to ensure adherence to set standards and safety;
  • Maintain and rehabilitate Government buildings in order to prolong or restore serviceability; and
  • Administer and manage rehabilitation and maintenance contracts in order to ensure adherence to contractual obligations.

Quantity Surveying Section

The Section prepares Bills of Quantities, forms for tender, estimates of cost, schedules of works and administration of contracts in order to control costs and facilitate the maintenance of Government buildings and shall be required to: –

  • Prepare estimates in order to determine the approximate cost of a given project;
  • Prepare Bills of Quantities and forms of tender in order to quantify maintenance works and facilitate tendering; and
  • Administer building contracts in order to control costs, resolve disputes and ensure successful completion of projects.

Engineering Section

The Section provides electrical, structural, water and drainage engineering services in order to provide quality Government offices, housing units and other institutional facilities and shall perform the following specific functions: –

  • Prepare Electrical, structural, water, drainage drawings and engineering designs in order to meet client requirements and ensure adherence to standards, specifications, statutory and design requirements;
  • Prepare engineering working drawings in order to facilitate tender documentation and maintenance;
  • Supervise the maintenance of Government buildings in order to ensure adherence to set quality and safety;
  • Maintain and rehabilitate Government buildings in order to prolong or restore serviceability; and
  • Manage rehabilitation and maintenance contracts in order to ensure adherence to contractual obligations.

Horticultural Unit

The Horticultural Unit ensures the tending plants, maintenance of lawns, flowers, and control of vegetation is in order to maintain cleanliness and quality surroundings of Government buildings.

Administration Unit

The Administration Unit is responsible for providing human resource, financial and administrative support services to the department. The Unit is headed by a Human Resources Management Officer.

Provincial Maintenance Office

The Provincial Maintenance Office is responsible for ensuring the implementation of Central Government programs relating to buildings as well as ensuring proper utilization and maintenance of Government buildings at provincial as well as at district level. The Provincial Maintenance Office will also provide technical guidance and backstop to the district in the maintenance of buildings and supervision of maintenance works.

District Maintenance Office

The District Infrastructure / Maintenance Office is responsible for monitoring and supervising construction and maintenance of Government building infrastructure at district level. However, the structure for the District Buildings Office is provisional as it is envisaged that the entire structure will be devolved to the Councils in line with the Decentralization Policy.
