The Department is responsible for management of human resources and administration through:
• Recruitment and placement of staff;
• Coordinating development and training programmes of all staff in the Ministry;
• Interpretation and dissemination of conditions of service, staff discipline and general staff welfare;
• Physical arrangement of state functions; and

Accounts Unit
The Unit is responsible for the following functions: -
• Management of all financial matters of the Ministry;
• Preparing accounting reports; and
• Liaising with the Ministry of Finance and National Planning on the disbursement of funds.

Internal Audit Unit
The Unit is responsible for the following function: -
• Monitoring and inspecting all financial and stores transactions in the Ministry in order to ensure there are internal controls.

The Procurement and Supplies Unit: -

The Unit is responsible for the following functions: -

• Procurement of goods, services and works for the Ministry;
• Secretariat to the Ministry Tender Committee;
• Provides advice to the Ministry tender Committee regarding all procurement of goods, services and works; and
• Acts as a link between the Ministry and the Zambia National Tender Board.

Registry Unit
The Unit is responsible for the following functions: -
• Record keeping;
• Archiving of records; and
• Stationery and Postal Services.

Government Transport Control Unit

The Unit is responsible for the following functions: -
• Government motor vehicles inspection, monitoring and control;
• Impounding of Government motor vehicles that are found to have not been properly documented or found being misused;
• Government motor vehicle registration;
• Issuance of Certificates of competence;
• Clearance of former GRZ vehicles/equipment;
• Government motor vehicle assessment; and
• Provision of Government transport logistics during state functions.

Housing Unit
The Unit is responsible for the following functions: -
• Provision of office accommodation to VIPs and V/VIPs;
• Provision of residential accommodation to VIPs and V/VIPs; and
• Facilitating the maintenance of office and residential accommodation for VIPs and V/VIPs.
